Asaba – Today, my crew and I embarked on a working visit to the head office of the Direct Labour Agency (DLA) in Asaba, an agency once regarded as a cornerstone of government led infrastructure development in Delta State.

What greeted us, however, was a disturbing picture that sharply contrasted with the agency’s proud past. The DLA premises were largely deserted, with old structures standing forlorn in an atmosphere of neglect.

The compound was visibly dirty and poorly maintained, giving the impression of an institution that has been left to fend for itself. The once busy agency now appears lifeless, raising concerns about its current operational status.

This situation naturally provokes critical questions. Why is the Direct Labour Agency seemingly inactive? Is the decline a result of poor management, inadequate funding, or a deliberate lack of government patronage?

Stakeholders are left to wonder what went wrong in an agency designed to strengthen public works delivery.
Before now, the DLA played a key role in constructing durable roads and executing other vital projects across the state.

As a government owned construction outfit, it helped reduce reliance on external contractors while building technical capacity within the public sector.
Ironically, the government’s own construction agency now appears abandoned, while contracts that could be handled internally are increasingly awarded elsewhere.

This shift has further fuelled speculation that policy neglect, rather than technical incapacity, may be at the heart of the agency’s decline.
The decay of the Direct Labour Agency goes beyond crumbling buildings and overgrown compounds.

It reflects deeper challenges in governance and institutional sustainability. For many observers, the pressing issue is whether the government will revive the DLA or allow a once promising public institution to fade completely into irrelevance.

The Executive Chairman of Ughelli North Local Government Council has approved the dissolution of all Market union and Executives of Both Main Market and foodstuff Market in Ughelii Urban with immediate effect.

Accordingly, the Chairlady and Executives of Foodstuff Market, led by Ikogho Blessing, as well as the Chairlady and Executives of the Main Market, led by Mrs. Evelyn Ogheneovo, are hereby relieved of their duties.

Ughelli Kingdom Appeals for Internal  Roads  Renewal, As Egbo Promised to Equipped the School If Approved.

The Ughelli Kingdom respectfully appeals to the Delta State Government to complement the ongoing flyover bridge project with a comprehensive rehabilitation of internal roads across the city. While the flyover is a laudable intervention, its full benefits will only be realised if the surrounding road network is brought to a functional and durable standard that supports commerce, mobility, and daily life.

In this regard, the Kingdom humbly seeks approval for the construction of at least 10 kilometres of internal roads, noting that a significant proportion of Ughelli’s street roads are  presently in a deplorable condition. Improved internal connectivity would ease traffic pressure, stimulate local enterprise, and enhance access to essential services for residents.

The Kingdom further appeals for the dua carriage way of the east west road
For installation of solar powered street lighting along the Otovwodo – Ekiugbo axis of the East-West Road. This intervention would not only beautify the city and improve night time visibility, but also deliver a measurable uplift in public safety and security for motorists, pedestrians, and nearby communities.

Additionally, the Kingdom calls on His Excellency, the Governor, to kindly grant approval for the development of the Abandoned ultra modern state government school building, opposite Saint Theresa’s Grammar School, Ekiugbo. The site, acquired years ago from the Catholic Mission, has regrettably remained fallow despite its strategic importance to the community.

It is the Kingdom’s considered proposal that the facility be designated as the Sheriff Francis Oborevwori School of Nursing. Such an institution would serve as a vital educational and healthcare asset, while complementing the ultra modern Tobore Oborevwori Cottage Hospital and strengthening the healthcare workforce in Ughelli and its environs.

The Executive Chairman, Jaro Omovidu Egbo, has affirmed that all necessary arrangements and institutional support would be promptly put in place to ensure the school’s successful establishment and sustainable operation, should the approval be graciously granted by the State Government.

Speaking on behalf of the Kingdom, the spokesman, Chief Peter Akpofure, conveyed the community’s profound respect and loyalty to His Excellency, and offered prayers for his continued good health, wisdom, and longevity, as he steers Delta State towards inclusive development and enduring progress.

Ughelli – Chief Fred Okiemute Majemite has commended the Governor of Delta State, Rt. Hon. Elder Sheriff Oborevwori, for the groundbreaking ceremony of the Otovwodo Flyover in Ughelli, describing the project as a major boost to infrastructure development in the state.

Majemite aka Agbragha Mi’ gbrogho  said the flyover project further demonstrates the governor’s commitment to delivering people oriented projects that cut across all parts of Delta State, irrespective of location or political considerations. According to him, the Otovwodo Flyover is one of several milestone projects under the Oborevwori administration, of the MORE Agenda reflecting a deliberate effort to address long standing infrastructural challenges, particularly in urban centres with heavy traffic congestion.

He noted that the commencement of the project is a clear testimony to the governor’s impactful governance, adding that Ughelli, as the headquarters of the Urhobo nation, holds strategic importance not only to the Urhobo people but to the entire state.

Relief for Motorists as Court Ends DESTMA Arrests, Fines

Asaba Delta State January 10 2026 A High Court sitting in Asaba has delivered a landmark judgment declaring that the Delta State Traffic Management Authority DESTMA has no legal authority to arrest motorists impose fines or impound vehicles in Delta State.

The court ruled that the enabling law establishing DESTMA does not confer powers of arrest prosecution or fine imposition on the agency or its officers adding that such powers are vested exclusively in the Nigeria Police Force and other agencies expressly empowered by law.

In its judgment the court described DESTMA’s enforcement actions including arrests fines and vehicle impoundment as ultra vires meaning beyond its legal authority and therefore null and void. The ruling effectively strips the agency of its core enforcement powers and renders its past practices unlawful.

The court further held that motorists who were arrested fined or had their vehicles seized by DESTMA under these unlawful practices are entitled to seek redress including refunds and damages through the courts.

The judgment follows years of widespread complaints by commercial and private motorists across Delta State who accused DESTMA operatives of harassment extortion illegal towing and abuse of power under the guise of traffic enforcement.

Following the ruling celebrations broke out across motor parks and transport corridors in Asaba Warri Sapele Ughelli and other parts of the state as drivers and transport unions described the decision as liberation from what they called daily oppression on the roads.

Some stakeholders however expressed concern that the judgment could weaken traffic control and enforcement if the state government does not urgently put alternative lawful measures in place to maintain order on Delta roads.

Legal analysts say the ruling means DESTMA can now only function in traffic control education and advisory roles unless the Delta State Government appeals the judgment or amends the agency’s enabling law to clearly define and legalise its enforcement powers.

The Oborevwori administration is now under pressure to respond either by filing an appeal restructuring DESTMA or introducing a new legal framework to prevent a vacuum in traffic management and enforcement across the state.

Ughelli North Declares Special Sanitation Drive Ahead of Flyover Groundbreaking

The Executive Chairman of Ughelli North Local Government Area, Olorogun Barr. Jaro Movudu Egbo, KSC, has announced a Special Environmental Sanitation Exercise aimed at ensuring a clean and orderly environment ahead of the forthcoming flyover groundbreaking ceremony.

The exercise is scheduled to take place on Saturday, 10 January 2026, between 7:00 a.m. and 11:00 a.m. prompt. During this period, all commercial and routine activities are expected to pause to allow for full participation in the sanitation effort.

Residents of Ughelli North LGA, including business owners, shop operators, market men and women, community leaders, and other stakeholders, particularly along the Otovwodo East/West Road axis, are enjoined to take part actively in the exercise.

The initiative is designed to prepare the area for the Flyover Groundbreaking Ceremony slated for Monday, 12 January 2026.
Participants are required to thoroughly clean their immediate surroundings and ensure the proper evacuation of refuse, waste, and debris.

The exercise is intended to promote a healthier, cleaner, and safer environment for all, while reinforcing the importance of environmental responsibility within the local government area.

To ensure compliance and effectiveness, all relevant environmental and security agencies have been directed to be fully on ground throughout the exercise.

The Ughelli North Local Government reiterates that cleanliness is a shared civic duty, affirming once again that “A Cleaner Ughelli North is Our Watchword.”

Umaru Musa Yar’adua: Tribute to a Nigerian Leader by Dr. Cairo Ojougboh

The 4th of May 2010 was a sad day for every Nigerian; I mean patriotic citizens of this country because it was a day that Nigeria lost one of its best. Late Umaru Yar’adua was one of the best; indeed, very best that happened to the country since its return to democracy in 1999. Yar’adua was that leader who had Nigeria at heart; he came with a vision and mission of transforming this country to greater heights. His track record as governor of Katsina State and as the President of this country is a good testimony to that. I happened to serve him as a Special Assistant on National Assembly Matters, I can strongly testify to his courage and zeal of moving this country forward, but because of his ill health, a dream that did not come to reality but the patriotism and the good intention he had are enough reason for every excellent citizen to celebrate him and pour tribute on finest man. He was a very simple man; he fondly calls me ‘The Hon. Cairo of Africa’ with a huge smile in his face…Yar’adua’s was a results oriented and goal driven, in one of his manifesto during campaign, he said; “if I become the President of Nigeria, my priority will be to ensure adequate peace and security, power and energy, human capacity development and physical infrastructural development that are critical to the development of a modern economy”. That was what Umaru Musa Yar’adua stands for, that’s what he advocates for and that’s the dream he died for Nigeria. Not only that, he was the only Nigerian President that admitted the irregularities that brought him to power during elections; and that is what committed him to constitute the Uwais electoral reform committee which Nigerians benefited from. For instance, the super honest President Buhari’s electoral was stolen for several time, but Yar’aua’s electoral reform are the among other things that brought one of Nigeria’s most loved leader into the leadership mantle. Yar’adua will be remembered for his uprightness, integrity, dedication and patriotism to the Nigerian cause. His seven-point agenda were critical to the development of this country which had it been it was continued by his successor, as such Nigeria is on the right cause to its greatness. They were:1. Power and Energy 2. Food Security and Agriculture 3. Wealth Creation and Employment 4. Mass Transportation 5. Land Reform 6. Security 7. Qualitative and Functional Education. 1. POWER AND ENERGY – The infrastructural reforms in this critical sector through the development of sufficient and adequate power supply will be to ensure Nigeria’s ability to develop as a modern economy and an industrial nation by the year 2015, which was neglected, until recently President Buhari signed an agreement with German government to supply Nigeria with required power. 2. FOOD SECURITY – This reform is primarily agrarian based. The emphasis on the development of modern technology, research, financial injection into research, production and development of agricultural inputs will revolutionalize the agricultural sector leading to a 5 – 10-fold increase in yield and production. This will result in massive domestic and commercial outputs and technological knowledge transfer to farmers. 3. WEALTH CREATION – By virtue of its reliance on revenue from non-renewal oil, Nigeria has yet to develop industrially. This reform is focused on wealth creation through diversified production especially in the agricultural and solid mineral sector. This requires Nigerians to choose to work, as hard work by all is required to achieve this reform. 4. TRANSPORT SECTOR – The transportation sector in Nigeria with its poor roads networks is an inefficient means of mass transit of people and goods. With a goal of a modernized industrialized Nigeria, it is mandatory that Nigeria develops its transport sector. While the reforms might take some time to take effect, it is a need that must be addressed. 5. LAND REFORMS – While hundreds of billions of dollars have been lost through unused government-owned landed asset, changes in the land laws and the emergence of land reforms will optimize Nigeria’s growth through the release of lands for commercialized farming and other large scale business by the private sector. The final result will ensure improvements and boosts to the production and wealth creation initiatives. 6. SECURITY – An unfriendly security climate precludes both external and internal investment into the nation. Thus, security will be seen as not only a constitutional requirement but also as a necessary infrastructure for the development of a modern Nigerian economy. With its particular needs, the Niger Delta security issue will be the primary focus, marshaled not with physical policing or military security, but through honest and accurate dialogue between the people and the Federal Government. 7. EDUCATION – The two-fold reforms in the educational sector will ensure firstly the minimum acceptable international standards of education for all. With that achieved, a strategic educational development plan will ensure excellence in both the tutoring and learning of skills in science and technology by students who will be seen as the future innovators and industrialists of Nigeria. This reform will be achieved through massive injection into the Education sector. May the soul of Late Yar’adua rest in peace, Nigerians shall continue to remember him as one of their great leaders with golden heart. I am happy that our dearest Buhari is bringing great happiness to the greatest number. Yar’adua in his peaceful repose will be thinking of how Nigeria is doing! I say to my late boss, Nigeria is in the right hand – Buhari is in-charge…
